The law enforcement authorities have once again detained the former head of the Odessa Regional TCC and SP Yevgeny Borisov, who deceived his way to vacationing in Spain and the Seychelles during the war. Immediately after his release from pre-trial detention, new suspicions were announced against the ex-military.

According to the State Bureau of Investigation (SBI), detectives apprehended the former chief of the Odessa Regional TCC and SP in Kyiv after a bail of 39.364 million hryvnias was posted for him.

It has been reported that the bureau received information indicating that after his release from custody, he planned to evade the investigation, particularly by leaving the country.

"He arranged for the documentation of a non-combat injury, which was not even sustained while performing his official duties related to the defense of the Motherland. Based on a false decision from a service investigation and the corresponding conclusion of the MSEC, he was unjustly awarded an additional compensation totaling 165,480 UAH for the period from April to June 2022. He has now been informed of the suspicion," the statement reads.

Furthermore, as part of another criminal case, the court has transferred to the management of ARMA a house covering 857 square meters valued at 4 million euros and an office spanning 223.9 square meters worth 510 million euros located in the Spanish resort of Marbella. The properties belonged to the mother and wife of the former military commissioner, respectively.

The court also transferred to ARMA several vehicles: a Mercedes-Benz EQV valued at 2.9 million UAH, a Mercedes-Benz G 63 AMG worth 8.4 million UAH, and a Toyota Land Cruiser 200 priced at 3 million UAH. These vehicles were owned by the wife, mother, and mother-in-law of the former military commissioner.

As reported by the Office of the Prosecutor General, the former military commissioner has been informed of new suspicions against him.

According to the investigation, the suspect, while serving as the head of the Odessa Regional TCC and SP, organized a service forgery of official documents prepared by a commission investigating an accident. These documents served as the basis for erroneous decisions made by various units and institutions of the Armed Forces of Ukraine in resolving specific issues that have legal consequences and provided grounds for payments and benefits stipulated by law. Thus, according to the investigation, the military interfered with the lawful activities of the Armed Forces of Ukraine.

The former Odessa military commissioner has now been informed of new suspicions regarding the organization of service forgery, as well as the organization of obstruction to the lawful activities of the Armed Forces of Ukraine (Part 3 of Article 27, Part 1 of Article 366, Part 3 of Article 27, Part 1 of Article 114-1 of the Criminal Code of Ukraine).

The Case of Yevgeny Borisov - What We Know

In May, it was reported that the scandalous former military commissioner Borisov might be released from pre-trial detention. It is known that several criminal cases have been initiated against the former head of the Odessa Regional TCC, Yevgeny Borisov. In 2023, the SBI detained him, and the court placed him in custody.

The ex-military has already been informed of the suspicions against him: for acquiring assets valued at more than six thousand five hundred non-taxable minimum incomes of citizens, exceeding his legal income (Article 368-5 of the Criminal Code of Ukraine); for failing to report for duty on time without valid reasons (Part 5 of Article 407 of the Criminal Code of Ukraine); and for evading military service obligations through deception (Part 4 of Article 409 of the Criminal Code of Ukraine).

On May 29, 2024, an indictment was submitted to the court regarding the first case of illegal enrichment of Borisov. In particular, this includes established facts about the acquisition of valuable cars by family members of the suspect, followed by their relocation abroad, as well as the purchase of elite real estate abroad, totaling more than 190 million hryvnias.

It was also mentioned that Borisov sought and provided a forged document to the TCC and SP as "proof" of a valid reason for his absence from service. This was an excerpt from his medical record indicating a supposed hospitalization from December 2 to 16, 2022, at the Odessa Regional Hospital. However, during this time, the suspect was vacationing with his mother and wife in the Republic of Seychelles and the Kingdom of Spain.
