The third phase of the "Ukraine Recovery Program" has begun, supported by EUR 100 million in funding from the European Investment Bank.

The third phase of the "Ukraine Recovery Program" has commenced, backed by financing of EUR 100 million from the European Investment Bank (EIB), announced Deputy Minister of Community and Territorial Development Alexey Ryabikin.

The third phase of the "Ukraine Recovery Program" has commenced, with funding of EUR 100 million from the European Investment Bank (EIB), announced Alexey Ryabikin, Deputy Minister of Community and Territorial Development.

"This program represents a new level of planning and development, where resources are allocated for the implementation of development strategies for communities and regions. We are forming a vision, planning, and then securing resources to bring projects to life that realize this vision," Ryabikin was quoted by the press service of the Ministry of Development.

It is noted that the projects will be implemented through the DREAM ecosystem, which currently involves 1,260 communities and 23 regional administrations.

Approximately 50 projects in the areas of energy (diversification of heating supply, distributed generation), housing construction (social housing in communal ownership), water supply and drainage, and reconstruction of medical facilities (cluster hospitals and perinatal centers as a priority) will be selected for funding.

According to the program's conditions, at least 23% of the project's cost must be funded from local budgets. Additionally, the implementation site must be in communal ownership and maintained by the community for at least 20 years following its commissioning. The project execution period is 18 months, and for distributed generation projects, it is until October 1, 2025.

Furthermore, a "fairness group" will be established to monitor the program's implementation, which will include the Big Recovery Portal (BRP) project created by the NGO "Technologies of Progress."

"The BRP, along with the community of registered public organizations on the DREAM portal across all regions, will monitor the transparency of selection, procurement, and construction processes," reported Maxim Nefyodov, co-founder of the NGO "Technologies of Progress."

It is noted that a total of 225 projects worth EUR 500 million have been implemented as a result of the first two phases of the "Ukraine Recovery Program."
