The allocation of rental subsidies for internally displaced persons (IDPs) will commence in mid-January 2025, as reported by the Ministry of Social Policy.

"Thanks to this subsidy, IDPs who lack sufficient funds to cover their rental expenses can receive financial assistance from the government. Families of IDPs spending more than 30% of their total income on rent will be eligible for the subsidy. If a family has an income below 2 subsistence minimums per person (5,840 UAH), the subsidy will cover a higher percentage of the rental cost," the ministry stated.

It is noted that, similar to housing and utility subsidies, the rental subsidy will be administered by the Pension Fund of Ukraine, and individuals can apply for the rental subsidy concurrently with their utility subsidies.

"The assignment of rental subsidies for IDPs will begin in mid-January 2025. Therefore, families of IDPs in need of support for housing rent can start applying for the rental subsidy from mid-January 2025. The Ministry of Social Policy will further notify citizens about the commencement of applications for this type of support," the agency added.

According to the announcement, the amount of the rental subsidy will be calculated individually for each family, influenced by the family's income level, number of family members, and the rental cost.

"Since rental costs vary significantly across different regions, as well as between large cities and smaller towns, this will be taken into account when determining the rental subsidy amount (through coefficients for housing costs in various regions, as approved by decree)," the ministry added.

The Ministry of Social Policy explained that in the initial phase, the rental subsidy will be implemented in 9 pilot regions—those that have received the largest number of internally displaced persons: Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Mykolaiv, Dnipropetrovsk, Kherson, Luhansk, and Donetsk regions.
